Understanding State vs. City Law
California permits kratom at state level. San Diego is one of only two municipal exceptions in the state, alongside Oceanside. This means legality changes as you cross the city boundary: kratom that is lawful to buy and possess in most of California is prohibited once you are inside San Diego city limits.
What the Ordinance Covers
The prohibition applies to kratom within the city limits of San Diego. Because the restriction is geographic rather than product-specific, ordering online for delivery to a San Diego address does not place a buyer outside its scope. Surrounding San Diego County is not covered by the city ordinance.
Buying & Shipping to San Diego
Buyers inside the city should treat kratom as prohibited. Many national vendors do not screen orders at city level, so a shipment may still arrive despite the local ban. Arrival of an order is not evidence that the purchase was lawful. Buyers immediately outside the city limits remain subject to California state law, under which kratom is legal.
